State of the states State Proposed reductions in 2011 and outcome Ohio The Governors two year budget plan included eliminating Medicaid secondary payments for dual eligibles as the Medicare rate would exceed the Medicaid rate After meetings with dialysis providers Medicaid agreed to continue paying the secondary payments for 2011 but 2012 remains unclear Oregon The governors proposed budget initially included a 19 cut to Medicaid primary rates The state legislature passed an 112 cut effective July 1 2011 for fee for service providers only New York The state implemented a 2 reduction on primary Medicaid rates as of April 1 2011 The state also proposed eliminating Medicaid secondary payments for dual eligibles as Medicare payments would exceed Medicaid rates New York Medicaid officials are in conversation with dialysis providers and have not yet implemented the elimination of Medicaid secondary payments State Proposed reductions in 2011 and outcome South Carolina The state implemented a 3 across theboard provider cut to the Medicaid primary rate effective April 1 2011 An additional 7 reduction was implemented July 1 2011 Texas A 2 primary rate reduction for all Medicaid providers was made effective Feb 1 2011 An additional 5 rate reduction was made Sept 1 2011 The state proposed eliminating Medicaid secondary payments for dual eligibles but exempted dialysis providers from the reduction Wisconsin The state moved to an all inclusive Medicaid primary rate of 18370 per treatment effective Sept 10 2011 and eliminated Medicaid secondary payments for dual eligibles After meeting with dialysis providers the state reissued its bulletin with a temporary allinclusive rate of 214 as the state works with providers to determine an acceptable permanent rate Read up on all of the developments from our STATE OF THE STATES columns that took place in 2011 by going to the Special Sections and Reports area of the home page on our website www NephrologyNews com Nephrology News Issues January 2012 Subscribe to our free eNewsletter at www NephrologyNews com 12
